Need Excel Formula Expert….?
I need a formula that will automatically calculate payroll based on:
1. number of stores
2. number of employees per month
The trick is the formula must first calculate the number of employees based on each store location (with different opening dates) and will hire employees on a monthly scale.

I assume you want just a total Payroll amount for budgeting/reporting reasons and not a completed solution including deductions at source.
If the number of hires per store is the same based on the number of months the store has been opened then the formula is not too hard.
It would be a double date lookup to todates date, and then a table lookup for the number of employees.
